July 2023 will bring another increase in the minimum wage. However, that's not all. In the same month, new regulations on undeclared business will come into force, which could significantly affect the development of e-commerce. What exactly will change and what will be the consequences? We asked the experts.

Shoper about changes in the law

Unregistered business, also known as unregistered business or unregistered business, is a way of doing business that does not require formal business registration, including for minors. It does, however, involve recording income and expenses, as well as complying with applicable laws on online commerce and data protection.

Unregistered activity provides a number of opportunities to earn online and is a popular additional source of income. According to data released by the Ministry of Development and Technology, nearly 23,500 people in Poland used this form of earning in 2020.

Unregistered activities in e-commerce

Despite some limitations, unregistered business attracts people interested in running their own e-commerce and supplementing their home finances. It can also be used by individuals who are just taking their first steps in e-business and are not yet planning to open or register a business.

As the leader of e-commerce software in Poland notes, an increasing number of online stores are selling on the Shoper platform as part of unregistered activities. At this point, several hundred sellers are already actively operating in this way. In turn, according to the"E-future" report compiled by Shoper , as many as 63% of online store owners declare that online sales are their additional source of income.

- The current economic situation, especially related to inflation, motivates many people to look for new forms of income. In this context, unregistered activity becomes an ideal solution for those who want to earn extra money for their household budget," says Łukasz Piechowiak, Head of Shoper Financial Services. - At Shoper we realize that a large group of people see their chance to generate additional income in the e-commerce industry. And this is a very valid assumption. That's why we offer tools that facilitate this, such as accepting online payments at Shoper Payments, which are also available for so-called unregistered business. This makes it easier to sell online without having to set up your own business," he adds.

With an income limit of 50% of the minimum wage applicable to non-registered activity, people conducting such activity can earn up to PLN 1745 per month. If this amount is exceeded, they are required to report the activity to CEIDG.

Unregistered activity - new limit from July 1, 2023

As of July 1, 2023, according to the enacted Law on Amending Laws to Eliminate Unnecessary Administrative and Legal Barriers, the income limit for undeclared business will be raised to 75% of the minimum wage. The minimum wage will also increase in July, to PLN 3,600. This means that the monthly income limit for unregistered activity will increase to PLN 2,700.

- This is good news for those who are considering setting up an online store. The value of the new limit is much more attractive, which may convince quite a few people to take up the challenge to seek additional earnings by betting on online sales. It's a great opportunity for anyone who wants to test their business idea, test it in the market, e.g. whether the product will find customers, and once it's more developed - register a company and make their dreams of real e-business come true, comments Lukasz Piechowiak.

Extra pocket money for the young in e-commerce?

In early May, the Minister of Development and Technology announced that work was underway on a project to make it easier for minors to start businesses, which will enable them to open their own companies without the need for parental consent.

The Shoper platform already has online stores set up by minors on an unregistered business basis.

- We see that young people want to be active in e-commerce and are looking for their ways to achieve sales success online, which is certainly commendable. However, in such a case, it is wise to be cautious and keep in mind the limitations of age. The bill referred to by Minister Buda would certainly ease young entrepreneurs' entry into the world of e-commerce, giving them the opportunity to run a full-fledged business, comments Artur Halik, Head of Sales at Shoper.
